Subject: Award of the Army Good Conduct Medal
1. This message provides clarification on award of the Army Good Conduct Medal (AGCM) to Reserve Component (RC) Soldiers mobilized onto active duty in support of Global War on Terrorism operations.
2. In accordance with (IAW) paragraph 4-1, AR 600-8-22, the AGCM is awarded for exemplary behavior, efficiency, and fidelity in “active Federal military service.” RC Soldiers mobilized onto active duty under Title 10 are performing “active Federal military service” and are therefore eligible to be awarded the AGCM IAW paragraphs 4-5 and 4-6.
3. IAW para 4-5, qualifying periods of service, any one of the following periods of continuous enlisted active Federal military service qualifies for award of the AGCM:
a. Each 3 years completed on or after 27 August 1940.
b. For first award only, 1 year served entirely during the period 7 December 1941 to 2 March 1946.
c. For first award only, upon termination of service on or after 27 June 1950, of less than 3 years but more than 1 year.
d. For first award only, upon termination of service, on or after 27 June 1950, of less than 1 year when final separation was by reason of physical disability incurred in line of duty.
e. For first award only, for those individuals who are killed in action or who died prior to completing one year of active Federal military service.
4. IAW para 4-7, additional implementing instructions, the qualifying periods of service (para 4-5) must be continuous enlisted active Federal service. The period of service for the AGCM begins and Army Reserve Components Achievement Medal (ARCAM) ends the first day the mobilized RC Soldier is serving on active duty. The period of service for the AGCM ends the last day the mobilized RC Soldier is on active duty. The period of service for the ARCAM begins the day after the RC Soldier is off active duty. NOTE: IAW para 4-18c(1) to qualify for award of the ARCAM the qualifying period of service must have been consecutive. Therefore, the RC Soldier’s qualifying period of service for the ARCAM begins over from day one once the Soldier is off active duty. Any time prior to mobilization is lost and cannot count towards award of the ARCAM.
