Kosovo Campaign Medal & NATO Medal Question

Just building my rack and noticed that when I selected the KCM it put a star on the ribbon even though I only entered "1" for the award. I tried building a rack with 2 KCM's and it put 2 stars on the ribbon.

That's because the Kosovo Campaign Medal is never issued without at least one campaign star.
